When a person applies for a driver's license in Florida, the State DMV checks to see if the name is in their The National Driver Register (NDR) database. If a person has been reported to the NDR as a problem driver, their license may be denied.

What is The National Driver Register

The National Driver Register (NDR) is a database of information about drivers who have had their licenses revoked or suspended, or who have been convicted of serious traffic violations (like; driving while impaired by alcohol or drugs). The state of Florida, along with all U.S. state motor vehicle agencies, provide the NDR with the names of drivers who have lost their privileges and/or who have been convicted of a serious traffic violation.
